Action to Cure Kidney Cancer (ACKC) is encouraging Congress to pass an appropriation to include $15 million for kidney cancer research as part of the Congressionally Directed Medical Research Program (CDMRP), a grant program set up and administered by the U.S. Department of Defense. This grassroots letter-writing campaign has been an important and successful component of ACKC's effort to direct more private and public attention to fighting kidney cancer.

The CDMRP funds research in eight areas, including several cancers. The military funding program is different from other medical research programs, such as NCI, in some important ways. First, CDMRP research programs include advocates from the community on the review panels. This makes it possible to prioritize promising areas that are not being funded elsewhere and targeted initiatives such as recruiting young researchers to the field. The other advantage is that researchers receive their awards for the entire granting period. They do not need to reapply each year, so there is no threat that their budgets will be cut in subsequent years of their grants.

In 2004 and 2005, ACKC conducted grassroots letterwriting campaigns and held briefings for House and Senate health aides in an effort to create a $15 million kidney cancer research program.

ACKC's February 2005 briefing was "a wake-up call," says Fred Atkin, the organization's vice president. "There had been no education of the members of Congress as to the plight of kidney cancer sufferers." The briefing included a presentation on the basics of kidney cancer, the state of medical research on the disease, and the hope of future research, as well as a patient's perspective. Joining ACKC were Dr. Monica Liebert, head of research for the American Urological Association, and Dr. Keith Flaherty of the Abramson Cancer Center at the University of Pennsylvania. Presentations by survivors put a face on the cancer, also telling the story of Lori Shew, who succumbed to the disease in late 2004. The slide show added pictures of this young mother of four with her family to its roster of statistics showing the importance of kidney cancer research and its low level of funding compared to other cancers.

At the height of the four-month campaign, senators and representatives received letters from ACKC supporters; these letters were instrumental in getting 22 senators and 37 members of the House of Representatives to sign a letter calling for the kidney cancer program as part of the CDMRP. Although a new program was not created, as a result of ACKC's efforts, Congress did add kidney cancer to the list of 25 disease areas that may compete for grants in their $50 million Peer Reviewed Medical Research Program (PRMRP).
